A citizen-centric approach to service delivery is essential if governments are to reap the benefits of previous and future investment in e-government. Put simply, a citizencentric government is one that treats citizens and businesses like customers. Citizen-centricity is about turning the focus of government around—looking at the world though the other end of the telescope, so that the needs of the citizen and businesses come first, rather than operational or other imperatives inside the government machine. A citizen-centric approach will enable governments to:

• Improve citizen satisfaction with government services
• Increase take-up of online services
• Realise essential efficiency gains from online service delivery to fuel future investments
• Improve delivery of public policy outcome

But if the concept is simple, the process is far from straightforward—due to the size of government, the prevailing silo-based organisational culture and accountability systems, the legacy of past programmes and investments, and the scale of the required reform programmes.
